Friends, today I want to share with you my thoughts on the fact, that in Russia called the "overhaul of apartment buildings". As is known, in Russia since the days of the Soviet Union was built a large number of multi-storey apartment buildings, which are home to the majority of the urban population. Initially, the owner of the property was the state that has built these houses at their own expense and provided free of charge to its citizens in the queue order. The massive construction of such houses began after the Second World War, during the reign of Nikita Khrushchev, so most Soviet-built homes are still called "Khrushchevki". They were prefabricated panel houses not very high quality and short-lived. So they started to degrade in 30-40 years. At this time, as the time the Soviet Union collapsed, and most of the residents of these homes free privatized their apartments, getting them to the property. But the fact of privatization means that now the burden of maintenance and repair of these houses lies on the shoulders of citizens. There was some kind of fraud, as by law the state had to repair these houses before privatization. However, it avoided to do so by inventing yet another scam - the so-called law on the overhaul. According to this law, all owners of apartment buildings should make monthly contributions to the Fund Overhaul, from which then money goes at the repair of old apartment buildings. Thus citizens, who will have their overhaul in 25-30 years, pay an equal footing with those who get their repairs in the near future. The result is that the inhabitants of old houses repair their property at the expense of others - at the expense of residents of new buildings. The injustice of this situation is exacerbated by the fact that the residents of old houses got their apartments for free, and residents of new buildings bought their apartments for a lot of money, and now have to pay for the repair of other people's houses. This double injustice can not but cause indignation. I hope for public support.
Про капремонт

Друзья, сегодня я хочу поделиться с вами своими размышлениями по поводу того, что в России называется капитальным ремонтом многоквартирных домов. Как известно, в России еще со времен Советского Союза было построено большое количество многоэтажных многоквартирных домов, в которых проживает большинство городского населения. Изначально собственником такого жилья было государство, которое строило эти дома за свой счет и бесплатно предоставляло его гражданам в порядке очереди. Массовое строительство таких домов началось после второй мировой войны во время правления Никиты Хрущёва, поэтому большинство домов советской постройки до сих пор называются "хрущёвками". Это были быстровозводимые панельным дома не очень высокого качества и недолговечные. Поэтому через 30-40 лет они начали разрушаться. В это время как раз распался Советский Союз, и большинство жителей таких домов бесплатно приватизировали свои квартиры, получив их в собственность. Но сам факт приватизации означает, что теперь бремя содержания и ремонта таких домов ложится на плечи граждан. Здесь было совершено своего рода мошенничество, так как по закону государство должно было отремонтировать эти дома перед приватизацией. Однако оно этого не сделало, придумав еще одно мошенничество - так называемый закон о капитальном ремонте. Согласно этому закону все владельцы многоквартирных домов должны ежемесячно делать взносы в Фонд Капитального Ремонта, из которого потом берутся деньги на ремонт старых многоквартирных домов. При этом граждане, ремонт домов которых запланирован через 25-30 лет, платят наравне с теми, кто получит свой ремонт уже в ближайшее время. В результате получается, что жители старых домов ремонтируют свое имущество за чужой счет - за счет жителей новостроек. Несправедливость этого положения усугубляется еще и тем, что жители старых домов получили свое жилье бесплатно, а жители новостроек купили свои квартиры за очень большие деньги, а теперь еще должны оплачивать ремонт чужих домов. Эта двойная несправедливость не может не вызывать возмущения. Я надеюсь на общественную поддержку.

I live in Italy and in a building built in 1960, it is well maintained but here if the buildings need restauration this thing is voted and if the majority votes for the restauration then every family has to pay its share. I can see that you feel scamed and you are right, I think people has the right to decide and to vote.
    P.S: here if you are the minority that does not want or doesn't have the money to pay your share of restauration you are obligated by the rules of the condominium (that you signed when you bought the apartment) and you will have to make a loan with a bank in order to pay the share.

  11. Thanks for sharing, very interesting post. This is the problem I have with government intervention, it may start out as a good idea or a positive attempt to help all but in the end, common sense and fair seems to go out the window.

  19. I live in Nigeria, hardly CN you see a house that's more than 100years. Guess our weak government don't have what it takes to maintain new buildings talk more of old.
    Everyone is on their own over here. The cost of Land alone can send me for an MBA course talk more of building materials.
    It's sad how the government is robbing his citizens.

Nikita n'a jamais pensé que son système allait s'effondrer comme le mur de Berlin et l'effondrement de la CCCP...On ne peut plus revenir 50 ans en arrière, La Russie devrait revoir sa politique du logement et la seule solution c'est de mettre des Habitations à Loyer Modérer (HLM) accessible pour le peuple! ceux qui veulent acheter doivent s'orienter vers des habitations neuves
